The History and Public Policy Program (HAPP) is a leader in making key foreign policy records accessible and fostering informed scholarship, analysis and discussion on international affairs, past and present.
Now housed at the University of Maryland School of Public Policy, HAPP joins an institution dedicated to advancing public policy and leadership, informing engaged citizens and strengthening democratic institutions.
HAPP makes these records available to the public through its Digital Archive, which houses thousands of primary source records of 20th and 21st century international history from repositories around the world. Access to these records alongside complementary programmatic activities facilitates scholarship and provides context for classroom, public and policy debates on global affairs. Prioritizing international sources and partnerships simultaneously ensures a more comprehensive dialogue. Sub-projects with different temporal, thematic and tactical approaches help HAPP pursue these goals from all angles.
The Cold War International History Project has produced dozens of document collections from the Cold War period, including from countries such as Russia, Germany, China and many others around the world. The Nuclear Proliferation International History Project takes a more thematic approach, focusing on the issues of nuclear proliferation and policy. The Critical Oral History Conference series, meanwhile, blends the history and policy worlds by bringing together academics and veteran policymakers to discuss key flashpoints in modern history through document-driven analysis.
